The Cabinet of Ministers of Ukraine has adopted resolution No. 1147, which modifies the rules for delivering summonses from the TCC, which will now be centrally dispatched by "Ukrposhta".

The new KMU resolution No. 1147 stipulates that registered letters marked "TCC Summons" are to be personally handed over to the recipient at the specified address. If the summons cannot be delivered in person due to the recipient's absence at the address, the postal operator's employee must notify the recipient via the available phone number and/or by leaving a notification.

"In the event of the recipient's absence at the address indicated on the registered letter, the postal worker informs the recipient using the available phone number and/or places a notification in the recipient's mailbox regarding the arrival of the registered letter marked 'TCC Summons'.

Additionally, the document regulates the actions of "Ukrposhta" employees in cases where the recipient fails to collect the registered letter from the post office. If the recipient does not come for the letter within three working days after being informed, the postal worker will mark "recipient absent at the specified address," and the letter will be returned to the sender no later than the next working day.

The changes in the KMU resolution also apply to court summonses, which can now be delivered alongside TCC summonses and must be handed over personally to the recipients.

Meanwhile, the CEO of "Ukrposhta," Igor Smeliansky, reported that the postal operator has already delivered over 20,000 summonses.

"We are delivering. These letters are no different from court summonses, documents, or fines for traffic violations that we deliver," said Igor Smeliansky regarding the delivery of summonses to conscripted individuals.

He added that "the quality of summons delivery is directly correlated with the quality of the address provided in the 'Reserves+' or 'Oberih' system."

Thus, if the address in these systems is incorrect, the summons will be delivered there, even if the recipient is absent.

It is important to note that according to the updated legal norms, the day on which the mark indicating the person’s absence at the declared/registered place of residence is made is considered the day of delivery of the summons.
