The Cabinet of Ministers of Ukraine (CMU) has adopted a resolution regarding the information and communication system "e-Consul." The purpose of its creation is to enhance the accessibility and quality of services provided by the Ministry of Foreign Affairs to Ukrainian citizens abroad.
“The upgraded 'e-Consul' system will make the services of the Ministry of Foreign Affairs more accessible and faster for a greater number of Ukrainians living overseas. Some consular actions will fully transition to online services, eliminating the need to visit the consular office. Others will be completed much more quickly and easily because documents will automatically be pulled from state registries,” noted Foreign Minister Dmytro Kuleba.
The Ministry of Foreign Affairs has already developed the necessary digital platform, which is currently being used to test electronic services for Ukrainians abroad in a closed environment. This includes an updated electronic queue, electronic applicant and consulate offices, as well as automated pilot services in notarial matters and the issuance of certificates.
Simultaneously, efforts are underway to connect the system to state registries and information databases. This integration is expected to reduce the operational time for providing services by the Ministry of Foreign Affairs to citizens by 30-80%. Citizens will not need to provide documents that are already held by the government.
It is anticipated that Ukrainians will be able to utilize the updated "e-Consul" system within this year. Next year, plans are in place to accelerate the digitalization of the consular sector.
