The decision of the NBU will affect outgoing transfers directly - it will be possible to receive funds on the card without restrictions.
The Deputy Chairman of the National Bank of Ukraine, Dmitry Oleynik, announced (via Forbes) that restrictions on outgoing P2P transfers will be introduced in Ukraine Card to card transfer - in the working version, it is about 30 transactions per month and 100,000 UAH (however, the final decision may be adjusted).
The restriction is aimed at combating online fraud and will not interfere with volunteer collections, as it will only affect outgoing payments. Shadow financial operations are becoming more common - for example, they mention"drops" or so-called "money mules," when fraudsters buy data from ordinary citizens and open cards through which they carry out thousands of transactions (limited to a sum of up to 400,000 UAH - larger sums fall under financial monitoring)
According to Oleynik, such schemes are often used to evade taxes, pay salaries in envelopes, withdraw funds abroad, or trade drugs, etc., and have become even more popular after the crackdown on miscoding in the gambling industry - two banks, Aibox Bank and Concord Bank, have already been withdrawn from the market because of this.
In 2023, the volume of P2P transfers in Ukraine increased from 210 billion UAH in January to 247 billion UAH in December, exceeding the volumes of card purchases and cash withdrawals, and according to the NBU, indicating "certain anomalies in this segment of payment transactions".
