Those who have not updated their military registration information will be unable to obtain or exchange driver's licenses or register or re-register vehicles abroad, as decided by the Cabinet of Ministers.
If there is no information in the "Oberih" registry about updating personal data, men aged 18-60 who are outside Ukraine will not be able to acquire a driver's license or register a vehicle. This applies to both obtaining new documents and exchanges. This was reported by the Judicial and Legal Newspaper, citing the Cabinet's decision. The ban remains in effect during martial law and for three months after its conclusion.
In particular, foreign representations of the State Enterprise "Document" provide administrative services for obtaining, exchanging, or recovering lost driver's licenses, as well as handling registration or re-registration of vehicles. According to the directive, these services will not apply to men of the specified age if the Unified State Register of Military Obligated has no information on the update of personal data or removal from the registry.
Furthermore, it is prohibited to send and issue registration certificates and driver's licenses to relevant citizens of Ukraine, which were ordered through the driver's electronic cabinet of the Ministry of Internal Affairs' information system via the Unified State Portal of Electronic Services, particularly using the "Diia" app. Ordered documents will not be sent through international mail.
Thus, the Cabinet of Ministers has made it impossible to issue driver's licenses or vehicle registration certificates abroad without updating personal data in the "Oberih" registry. Even in cases where documents are ordered from Ukraine, they will not be delivered.
