ISPs and mobile operators will be able to book 100% of employees - Mincifra

Soon, major internet providers and mobile operators will be able to reserve their employees from mobilization. Ukraine's Minister of Digital Transformation Mikhail Fedorov announced that the government has supported amendments to its own resolution.

“The President has tasked us with stabilizing mobile communications and the internet during power outages; the decision to reserve workers is one of the necessary steps. Power outages must not affect the basic needs of the people.”

The minister explains the importance of maintaining communication and the need for its timely restoration. Connectivity is disrupted not only by enemy shelling but also by power outages, for which providers and operators must be prepared.

“Emergency teams from providers and operators restore telecom infrastructure so that despite power outages and shelling, Ukrainians have access to communication and the internet.”

The official infographic outlines the requirements for providers and other details. Companies must obtain the status of a critical enterprise and comply with the recent requirements set forth by the National Center for Operational and Technical Management of Telecommunication Networks (NCT), ensuring autonomous operation. Mobile operators should generate over ₴200 million per month, and their employees must be fully employed for at least a quarter. The income requirements for providers differ—only up to ₴20 million per month. Other providers will be able to reserve up to 50% of their workforce under additional conditions.

Recall that in July, the NCT announced requirements for mobile operators regarding operational autonomy. Cellular networks must operate without electricity for 10 hours. The directive contains deadlines for the gradual implementation of these requirements and additional conditions.
