The Ukrainian Ministry of Defense is currently working on a function for automatic deferrals for certain categories of conscripts. This corresponding service is set to be introduced in the "Reservist+" application.

At present, citizens must personally visit the Territorial Recruitment Center to submit a written request for a deferral. Furthermore, the deferral is only granted until the end of the martial law, which is extended every 90 days. As a result, conscripts must queue every three months to submit a new application for a deferral, even in cases where the right to a deferral lasts for several years or is lifetime. Additionally, the existing mechanism for granting deferrals creates opportunities for corruption and places citizens in unequal conditions, as noted by "Judicial Legal Newspaper."

This situation is planned to be remedied, at least in part. The "Reservist+" application will implement a service for the automatic granting of deferments for specific categories of conscripts. This will particularly affect students, parents, and guardians of three children. The Ministry of Defense aims to launch this feature in the autumn of this year.

“We are actively working on the function of automatic deferrals for specific categories of citizens, particularly for students, parents, and guardians of three children. We plan to launch it this autumn,” stated the Ministry of Defense in comments beneath a publication by Deputy Minister of Defense Ekaterina Chernogorenko.

It is noted that the automatic deferral will be established thanks to collaboration with other registries. The registries contain the information necessary for granting deferrals, and in such cases, conscripts merely act as couriers, transporting paper documents from one government agency to another. This process wastes a significant amount of time in queues.

Currently, automatic data exchange with the registries for providing deferrals has not yet been initiated. It is mentioned that an agreement for information interaction was signed on June 4, 2024, between the Ministry of Social Policy of Ukraine and the Ministry of Defense of Ukraine. However, this agreement has not yet been implemented "due to a lack of funding, so the transmission of information from the databases of the Ministry of Social Policy to the Unified State Register of Conscripts, Military Duty Holders, and Reservists is not taking place."

Thus, due to the lack of funding, there is currently no automatic transfer of data regarding individuals with disabilities to the "Oberih" Registry, and consequently, the function for automatic granting and extension of deferrals has not yet been realized.
