Big brother is watching you: MPs want to launch video surveillance of Ukrainians and vehicles

It seems that Ukrainian lawmakers have decided to implement total control over citizens. The relevant updates are included in Bill No. 11031. In February of this year, this legislation was registered by MPs from the "Servant of the People" faction, including Vyacheslav Medyanyk, Maksym Pavliuk, Serhiy Kuzmykhyn, Oleksandr Bakumov, among others. Now, the Verkhovna Rada plans to revisit this bill.

Bill No. 11031 is titled "On a Unified Video Monitoring System for Public Safety." It proposes the identification of citizens through a surveillance system based on a specific set of biometric data and personal information such as name, date of birth, details of registered or declared residence, a digitized image of the individual's face, and their tax identification number.

In particular, this system will be able to track information about vehicles. This could have significant implications for those evading mobilization and not updating their data in the Territorial Center for Recruitment and Social Support. Consequently, the system will simplify the search for the vehicles of those avoiding duty.

It is expected that the monitoring objects will include:

  • information objects, including individuals and vehicles;
  • public places;
  • other communal areas;
  • the territories, buildings, and structures of educational institutions, healthcare facilities, and their premises;
  • items and belongings, etc.

The identification of the information object "individual" will be conducted based on a specific set of biometric data and personal information:

  • full name,
  • date of birth/death,
  • place of birth,
  • gender,
  • details of registered or declared residence (place of living) of the individual, deregistration or changes in residence (place of living),
  • information regarding citizenship or its absence,
  • a digitized image of the individual's face,
  • the tax identification number or series and number of the person's passport document (for individuals who refuse to accept a tax identification number for religious reasons as per the law).

The identification of a vehicle will be based on the following data: make, model, color, year of manufacture, registration number, and information about the vehicle owner (last name, first name, middle name (if available)), date of birth, full name and identification code of the legal entity in the Unified State Register of Enterprises and Organizations of Ukraine (for legal entities), and the residential address of the individual or address of the legal entity's location.

To gather information for object identification, the video monitoring system will interact with various state registries. In particular, it will collaborate with the Unified State Demographic Registry, Unified Information and Analytical System for Migration Processes Management, the National Biometric Verification and Identification System for citizens of Ukraine, foreigners, and stateless persons, the Unified State Registry of Vehicles, and the State Registry of Individuals — Taxpayers.

Personal data (information about individuals, vehicle owners, etc.) will be stored and processed in the public safety video monitoring systems for the duration necessary to achieve the purposes for which the data is processed as defined by law, but for no longer than 15 years.
