In 2023, Ukrainian archives produced over 21 million digital copies of documents, securing their position as the second largest in the world in terms of digitization volumes. This information was reported by representatives of the State Archive Service of Ukraine.

The top 10 countries by the pace of digitizing archival documents in 2023 are as follows:

  1. Finland — 34.2 million,
  2. Ukraine — over 21 million,
  3. Germany — around 21 million,
  4. Israel — over 18 million,
  5. Norway — 18 million,
  6. India — up to 15 million,
  7. Uzbekistan — 14.7 million,
  8. United Kingdom — 12.5 million,
  9. Malaysia — over 10 million.

Finland leads the list; however, as noted by the Ukrainian State Archive, this total includes both scanned traditional documents and documents created in digital format from the outset, since Finland ceased accepting paper documents for storage in 2022.

Thus, according to Vitaliy Skalsky, the director of the Ukrainian Scientific Research Institute for Archival Affairs and Recordkeeping, Ukraine is considered a world leader in the pace of digitizing archival documents.

Future plans aim to further increase the rate of document digitization.

“Last year, the Ukrainian archive system digitized over 21 million sheets of documents. This is 17.5 times more than before 2019. We are witnessing geometric growth in the pace of digitalization of Ukrainian archives. Despite the war and systematic power outages in archival institutions, we plan to digitize at least 30 million copies of documents this year,” said Anatoly Khromov, chairman of the State Archive Service of Ukraine.

All digitized archival documents can be viewed on the Inter-Archive Search Portal, on the websites of state archives, and in the reading rooms of the archives.
