The Deputy Minister of Defense for Digitalization, Ekaterina Chernogorenko, announced a new initiative that her team is currently working on. The goal is to simplify the process for military personnel and reservists to undergo the military medical commission (VMC). Essentially, this involves implementing a digital reform of the VMC. A corresponding model has already been developed.
According to Ekaterina Chernogorenko, military personnel and reservists will be given the opportunity to obtain a medical certificate from any civilian hospital. This medical certificate, in digital format, will be sent to the Ministry of Defense's system. The transfer will take only a few minutes or even seconds. Subsequently, the VMC will be able to review the medical data set on its own initiative and make an administrative decision. This will help alleviate the VMC workload, reduce queues, and minimize abuses.
“Thus, we divide the medical certificate into two parts: the medical part... and the administrative part, which falls within the purview of the Ministry of Defense,” explained the Deputy Minister of Defense.
She added that from a technical standpoint, facilitating such electronic data exchange is “not a complicated challenge,” and the digital team is prepared to quickly implement the necessary functionalities. However, to make this a reality, changes to legislation need to be made. A draft of amendments to regulatory acts is currently being prepared.
