NKEC amends MNP: prohibits restrictions and introduces audible signal instead of voice warning

The National Commission for State Regulation in the Spheres of Electronic Communications, Radio Frequency Spectrum, and Postal Services (NCC) proposes to make some changes to the Procedure for providing the Mobile Number Portability (MNP) service.

Let's remind that MNP is a service for transferring a mobile number with its full preservation when switching to another mobile operator. It allows changing the communication operator, switching to a company offering more advantageous tariffs or better coverage, while keeping the current mobile number. According to NCC, since the launch of the MNP service on May 1, 2019, approximately 4,500 numbers have been transferred by subscribers.

In order to make the service more convenient and improve its availability, NCC has approved the following changes to the Procedure for providing number portability services:

  • prohibition of imposing restrictions on subscribers regarding their ability to receive the number portability service, including by providing any additional services that alter, complicate, or make it impossible for the subscriber to receive the service;
  • reducing the call notification on the transferred number by providing only a sound signal (beep) - without a voice message that the subscriber is calling a number transferred to the network of another operator;
  • granting NCC the right to make operational decisions on suspending the provision of the MNP service in case of cyber attacks, emergencies.
