Currently, there are restrictions on the purchase of passenger cars, furniture, computers, mobile phones, and equipment by government agencies. These restrictions are established by the Cabinet of Ministers of Ukraine resolution No. 332 dated April 4, 2001, and apply to government bodies, institutions, and organizations funded by the state budget. However, there has been an exception made for digitalization processes within these rules.
According to resolution No. 332, the following spending limits are set:
- Up to 1,200,000 UAH per unit — passenger cars for heads of government bodies (members of the Cabinet of Ministers, heads of the Central Election Commission, the Accounting Chamber, the National Securities and Stock Market Commission, the National Commission for State Regulation of Financial Services, the National Energy and Utilities Regulatory Commission, the National Commission for State Language Standards, etc.);
- Up to 27,000 UAH — laptop.
- Between 25,000 and 30,000 UAH — a set of furniture and similar items.
However, on November 1, 2024, the Cabinet adopted a new resolution No. 1258 titled “Issues of Ensuring the Functioning of Certain Information and Communication Systems.” With this document, the government stated that when incurring expenses for the purchase of mobile phones, personal computers, and laptops intended for the establishment, modernization and development, administration, and ensuring the functioning of information and communication systems, using funds provided in the state budget under the “Electronic Governance” budget program, the spending limits established by Cabinet resolution No. 332 do not apply.
