Zelensky signed the law on fuel excise tax increase from September 1 - it will work "retroactively"

The aim of the changes is to align Ukrainian excise taxes with the minimum levels established in the European Union.

The law № 11256-2 provides for a gradual increase in fuel excises in Ukraine over four years, starting from September 1, 2024, until January 1, 2028. The excise rates will rise according to the type of fuel:

  • gasoline — up to €242.60 per 1,000 liters;
  • diesel fuel — up to €177.60 per 1,000 liters;
  • propane-butane (LPG, autogas) — up to €55.60 per 1,000 liters.

According to Judicial and Legal Newspaper, it is anticipated that these adjustments will lead to an increase in fuel prices by approximately 1.5-2 hryvnias by the end of the year: gasoline will reach around 57.42 hryvnias per liter, while diesel fuel will rise to about 55.58 hryvnias per liter.

Meanwhile, as of January 1, 2028, according to the law card, the excise rates will reach the following levels:

  • gasoline — €359 per 1,000 liters;
  • diesel fuel — €330 per 1,000 liters;
  • autogas — the previous rate was supposed to be €250 per 1,000 liters, but it is now maintained at €70.

The explanatory note to the law states that the increase in fuel excise taxes will help boost budget revenues:

  • from fuel sales operations by an average of 1,604.72 million hryvnias per month in the second half of 2024;
  • from excise tax on intermediate product sales with increased excise rates by 4.5 million hryvnias per month.
